By TODD HELBERG A 911 levy renewal is the only issue upon which all Defiance County voters will cast ballots Tuesday, but there will be plenty to decide throughout the 38 precincts. Voters in all five county public school districts have contested board of education races and there is competition in 11 of the county's 12 township trustee elections. In addition, contested council races in Defiance and Sherwood are featured, four charter issues will be decided by city voters and a sprinkling of other issues, including one for new taxation in Richland Township, are on tap. The one countywide issue -- rewnewing the county's five-year enhanced 911 levy -- proposes to reduce the existing taxation rate from 1.2 mills to one mill. If approved, it would generate approximately $700,000 annually to operate the county's E911 center on Defiance's Biede Avenue, some $145,000 less than what comes in now. Elsewhere, Richland Township voters will be asked to approve a two-mill, continuing levy for fire protection. This would generate approximately $98,900 annually for the township's fire fund. Ayersville Local Schools officials hope district voters will look more kindly upon a two-mill, five-year permanent improvement levy. Voters said no to the renewal in May. Meanwhile, Defiance city voters will be confronted with four proposed amendments to the municipality's governing charter. Two of these would reduce the effective minimum age to run for council and mayor to 18. The remaining two amendments would remove the responsibility of determining the validity of recall petitions from the council clerk's job description (by adopting a state provision) and eliminate term limits for park board members. Contested council races are also on Defiance and Sherwood ballots. Five candidates -- incumbent Republican Ellen Upp, incumbent Democrat Joe Eureste, Democrat Howard Tropepe, Republican Mike Ketcham and Democrat Dave Plant -- are seeking Defiance City Council's three at-large seats. Upp is seeking a fifth term; Eureste is after his third. The winners get four-year terms. Incumbent Democrat Tim Holtsberry is unopposed for a second term as council president. Keeping with Defiance, voters in two precincts will determine whether Sunday liquor sales will be permitted. Defiance Moose is making a request in precinct 3-A while Defiance Beverage Center and Wal-Mart are asking in precinct 3-C. In Sherwood, incumbents A.J. Minton and James Hohenberger join Robyn Crites, Wes Hall and Michael Sudholtz as candidates for four council seats. The winners get four-year terms. Contested board of education elections will be decided in the county's five public school districts -- Ayersville Local, Central Local, Defiance City, Hicksville Exempted Village and Northeastern Local. Defiance City Schools voters have four candidates (Robert Carpenter Jr., Paul Ferree, incumbent Mark Klein and incumbent Steve Snavely) running for the two open four-year seats. But they will also be asked to select from one of two candidates (incumbent appointee Wesley Moats and Barney Eureste) for a two-year unexpired term. In addition to local issues and races, Defiance County voters will help decide state issues 1, 2 and 3.
