By MIKE PRIGGE
Signs of spring will soon be visible in northwest Ohio trees budding, birds returning and orange barrels popping up along the state and county roadways.
Earlier this week the Ohio Department of Transportation released its project list for the state for 2004. In District One, which consists of Defiance, Paulding and Putnam counties, there are 16 projects planned for this upcoming spring and summer. The total cost for these projects will be just over $8.8 million.
