Some members of Defiance City Council and Mayor Bob Armstrongs administration seem resigned to an income tax increase proposal this year, but theyre hoping an improvement in finances will preclude that. City council is expected to give an ordinance a first reading Tuesday that would allow adoption of the citys 2004 permanent budget. (The city will operate on a temporary budget until March 31.)
