Like last year, Defiance City Hall again begins February with some tough decisions to make about personnel.
The reason is that city finances havent improved much since this time last year when about a dozen employees were cut and wages were frozen to make ends meet. Now, as city council begins piecing together its 2004 permanent budget, hiring and wage freezes have been enacted by Mayor Bob Armstrongs administration, although the hope is personnel cuts can be avoided. City Hall is operating on a temporary budget for the first three months of this year, and the permanent budget must be approved by March 31.
