COLUMBUS A Dublin, Ohio, firm will receive a $4 million unbid state contract to develop the design plans for the proposed reconstruction of U.S. 24 in Paulding and Defiance counties. Without comment, the state controlling board voted Monday to award the contract to Parsons Brinckerhoff Ohio Inc.
