Legislators look back at 2003, ahead to 2004

COLUMBUS 2003 was a busy year for Ohio legislators confronted with issues from balancing the budget and raising taxes to carrying concealed handguns and prescription drugs. 2004 could prove just as busy and involve a plethora of issues from taxes to reelections. Most legislators tout the newly approved prescription drug plan as the highlight of 2003.
