PIONEER A Williams County man is facing theft charges after law enforcement officials recovered thousands of dollars worth of stolen construction equipment. Stephen Humphrey, 43, Pioneer, is being held at the Corrections Center of Northwest Ohio, rural Stryker, on warrants from Williams County.
