Defiance landlords can expect to see some changes in the way City Hall enforces delinquent utility bill collection following city councils discussion Tuesday night. That issue was councils only study session topic on a night when five ordinances were passed, including one approving a temporary budget for 2004, and two outgoing officials Ward IV Councilman Pat Walter and Mayor Fred Schultz were given farewells.
