NAPOLEON A tight budget for 2004 with more than $2 million in cuts was approved by Napoleon City Council during its Monday evening meeting. To start out the new year, council took action last night by passing the 2004 budget on first reading, under suspension of rules. The $39,436,490 budget reflects a total of $2,528,610 in cuts made during the budgetary process, which were necessary due to a tremendous reduction in investment earnings and a reduction in income tax receipts, said Mayor Andy Small during his annual budgetary address.
