LIMA A former car dealer in Paulding was charged Wednesday in a federal fraud case. Thomas Winkle, 51, of Paulding, is scheduled to make an initial appearance before Magistrate Vernelis Armstrong in U.S. District Court, Toledo, at 2:30 p.m. today on charges of conspiracy to defraud the United States and bank fraud, according to the district court clerk.
