The annual National Safe Boating Week (May 19-25) always comes the week before Memorial Day because the holiday weekend usually kicks off the summer boating season. However, a number of boaters are on the water long before Memorial Day weekend. Many of these are fishermen, who often don't consider themselves as boaters.
