Rescue crews rescue motorist March 11, 2009

I was shocked at the picture on the front page showing the rescue of the car that drove into high water on Williams County Road A. The water is up to the level of the bridge. Looking at the picture and the amount of rescue vehicles in the background makes me wonder if the driver will be fined for time rescuing.
